Implementation opinions on Accelerating the development of rural energy transformation to help rural revitalization


Green energy transformation and development in rural areas is an inherent requirement to meet the needs of the people for a better life, and is an important part of building a modern energy system. It is of great significance to consolidate and expand the achievements of poverty alleviation, promote rural revitalization, achieve the goal of carbon peak and carbon neutrality, and modernize agriculture and rural areas. In order to thoroughly implement the decision-making and deployment of the Party Central Committee and The State Council, and accelerate the development of rural energy transformation, these implementation Opinions are formulated in accordance with the Opinions of the Central Committee of the Communist Party of China and The State Council on Comprehensively Promoting Rural Revitalization and Accelerating Agricultural and Rural Modernization and the Opinions of the Central Committee of the Communist Party of China and The State Council on effectively connecting the Achievements of Consolidating and expanding poverty alleviation with rural revitalization.


I. General requirements

(1) Guiding ideology

We will take green and low-carbon energy development as an important foundation and driving force for rural revitalization, coordinate development and security, promote the construction of a clean, low-carbon and multi-energy integrated modern rural energy system, comprehensively improve the quality of rural energy use, and realize that rural energy is available, affordable and well used, so as to provide strong support for consolidating and expanding the achievements of poverty alleviation and comprehensively promoting rural revitalization.


(2) Basic principles

Clean, low carbon, ecological livable. We will give priority to ecological and green development, support the development and utilization of new energy in rural areas, promote clean and low-carbon agricultural production, farmers' livelihood, and rural transportation, and help build an ecologically livable and beautiful countryside.

Adapt to local conditions and use it nearby. Fully combine the resource endowments of various localities, coordinate the development and utilization methods, give priority to local and nearby consumption, reduce the distance of energy transmission and transformation links, and improve the efficiency of comprehensive utilization of rural energy resources.

Economic and reliable, benefit the people. We will vigorously develop new energy industries in rural areas, strive to reduce energy costs for rural households, reduce expenditures and increase incomes, and constantly improve people's sense of gain and happiness.


(3) Main objectives

(5) Continue to improve the service level of rural power grids

We will use funds from the central budget to focus on supporting key rural revitalization counties, other poverty alleviation areas, old revolutionary base areas and other rural areas with weak power grids, continue to improve the power supply capacity of rural power grids, promote the upgrading of grid structures and equipment, and meet the needs of large-scale distributed new energy access and rural production and life electrification. The extension of large-scale power grids will be implemented in accordance with local conditions in eligible areas.

We will continue to take the lead of the government, support the power grid and involve all parties to promote rural electrification. We will vigorously promote solar and wind energy heating. Solar heating is developed by using the roofs of farm houses, courtyard Spaces and the roofs of easily relocated housing with conditions. In rural areas in key areas of air pollution prevention and control, the whole county has carried out central heating such as "scenery + regenerative thermoelectric boilers". Guide charging business operators and new energy vehicle enterprises to build charging and replacing power stations in large towns and villages, relocation centralized resettlement areas, tourist attractions, public parking lots and other areas, give priority to promoting the use of electric vehicles for official vehicles, buses and taxis in counties, and promote the application of new energy vehicles in tourist attractions and characteristic towns. 18. Improving the universal rural energy service system

Establish a market-oriented rural energy universal service system. Actively explore new mechanisms and new models based on market-oriented operation and strengthened policy support from the government, encourage and guide farmers and village collectives to build themselves or cooperate with market players, and participate in the construction of rural energy infrastructure and service outlets. Strengthen the construction of rural energy personnel. Give play to the role of village collectives, cooperatives and other organizations, increase technical training and publicity efforts, and strengthen the construction of rural energy grass-roots teams. Guide institutions of higher learning and research institutes to actively transport scientific and technological talents to rural areas and expand the contingent of rural energy talents. To promote relevant research institutes, universities, enterprises and other innovative entities to jointly tackle the common problems of rural energy development. (19) Strengthening capacity building in rural energy statistics

With the county as the unit, establish and improve the rural energy statistical system, implement the responsibility units at the county, township and village levels, clarify the statistical classification of energy production, the statistical scope of energy varieties and the statistical index system of energy consumption, improve the quality of energy data collection, and strengthen the support for all categories of energy data. In economically developed counties, accelerate the construction of smart energy big data platforms, and use digital methods to collect rural energy data. In economically underdeveloped counties, full-time personnel will be appointed to conduct a comprehensive census of rural energy production and consumption by means of household collection and form surveys.
