On May 10, 2019, the notice of the National Development and Reform Commission and the National Energy Administration on establishing and improving the renewable energy consumption guarantee Mechanism (Development and Reform Energy (2019) No. 807) also proposed: For the provincial administrative regions that actually complete the consumption amount exceeding the corresponding consumption amount of the incentive consumption responsibility weight of the region, the energy consumption converted from the excess part of the consumption amount is not included in the regional energy consumption "double control" assessment. For the enterprises included in the energy consumption assessment, the energy consumption converted from the consumption amount determined to be completed by the consumption implementation plan of the provincial administrative region is not included in the energy consumption assessment.

3. Taiyuan City, Shanxi Province: the annual comprehensive energy consumption exceeds 3,000 tons of standard coal, and the annual electricity consumption of commercial enterprises exceeds 3 million kilowatts.
4. Zhejiang Province
(1) Hangzhou: The annual comprehensive energy consumption of industrial enterprises exceeds 3,000 tons of standard coal, and the annual electricity consumption of commercial enterprises exceeds 3 million KWH.
(2) Fuyang City: industrial enterprises with annual comprehensive energy consumption of more than 1,000 tons of standard coal and commercial enterprises with annual electricity consumption of more than 3 million KWH.
(3) Deqing County: annual comprehensive energy consumption exceeds 1000 tons of standard coal.
(4) Longyou County: Enterprises with annual comprehensive energy consumption of more than 3,000 tons of standard coal or 10,000 yuan of industrial added value energy consumption of more than 1 ton of standard coal.
(5) Jiangshan City: Enterprises with annual comprehensive energy consumption of more than 1,000 tons of standard coal have subsidies for installation; The annual comprehensive energy consumption exceeds 5000 tons of standard coal or the energy consumption of 10,000 yuan of industrial added value is higher than 1.76 tons of standard coal must be installed photovoltaic power generation projects.
(6) Anji County: annual comprehensive energy consumption exceeds 5,000 tons of standard coal.
